Effectiveness of a complaint
In Switzerland average people are practically powerless against physicians, especially psychiatrists. Patients of psychiatrists are especially vulnerable, due to the fact that they are psychiatric patients and their mental stability is in question.
In this particular case the person who got evaluated was not a patient at all and he was completely unknown to Dr. Vetter. The facts are clear, because Dr. Vetter will not be able to present a file on the person he publicly evaluated and the interview got printed in the newspaper.

Only the Army took an official complaint seriously
The “Fachzentrum für Katastrophen- und Wehr Psychiatrie (FZKWP)“, which translates to Center for Catastrophe and Defence Psychiatry, in whose name Dr. Vetter gave the interview, is under supervision of the University of Zurich and the department of defence (VBS).
The Swiss Army's highest ranking medical doctor, Andreas Stettbacher, with the rank of a divisional commander, ordered a high ranking member of his staff to take care of the complaint. The latter traveled from Basel to Zurich to meet the person affected by the interview. In the name of the superiors of Dr. Vetter he apologised and confirmed the interview to be unacceptable. He was to put forward a motion to change their policy, so that in the future a medical doctor who is under contract with the armed forces will have to seek permission first, before giving interviews.

University of Zurich rejects all responsibility
Dr. Vetter's superior, Prof. Dr. med. Dipl. -Psych. Wulf Rössler claims:
"Dr. Vetter assured us that he never made remarks about the alleged suspect of the Ruetli meadow bombing, instead he just made general statements, as for example in shooting sprees. I can assure you that we have a policy not to make any statements about particular individuals in the media. We are very sorry and regret if this has been perceived differently, especially Dr. Vetter."

For the "Psychiatrische Universitätsklinik" of Zurich the matter was dealt with.
On May 4, 2012 Dr. Vetter apologised to the father of the Person affected by the Interview by e-mail. However Dr. Vetter refused to apologise publicly.
